West Street Sidewalk Improvements and Road Realignment

Project Scope
Originally completed under Lenard Engineering (now part of Haley Ward, Inc.), the West Street Sidewalk Improvements and Road Realignment project in Cromwell, Connecticut, enhanced pedestrian safety, accessibility, and traffic flow in a busy area near the Town Hall and library campus. The project included the design and construction of approximately 1,600 feet of concrete sidewalks with ADA-compliant ramps and crosswalks, creating safer and more accessible routes for pedestrians.
As part of the improvements, Haley Ward realigned the intersection of Allen Road and West Street, which previously entered at a steep angle that limited sight distance and made turning movements, especially for larger vehicles, difficult. The new design allows Allen Road to intersect West Street perpendicularly, improving visibility and overall traffic safety. Additionally, an unused section of Lincoln Street was abandoned and converted into green space, transforming it into a small park area and improving the overall aesthetics of the neighborhood.
The project also included the design of a retaining wall along the roadway to address grading challenges associated with the new alignment. All work was performed within the Connecticut Department of Transportation (CTDOT) right-of-way, requiring close coordination and an encroachment permit from the agency.
Completed in 2023, the project provided better access to key municipal destinations, improved transportation safety, and created a more pedestrian-friendly streetscape for residents and visitors.
