Wallens Hill Storage Tank
Project Scope
Haley Ward provided comprehensive surveying, engineering and construction phase services for the Wallens Hill Storage Tank project in Winsted, Connecticut. This project replaced an aging one-million-gallon storage tank whose elevation limited system performance. Using advanced hydraulic modeling with WaterCAD, Haley Ward sized a new 529,000-gallon glass-fused-to-steel bolted storage tank at an optimized elevation to improve water pressure, reliability, and fire protection for the eastern half of the town.
In addition to the tank itself, the project included a new control building equipped with a check valve and atmosphere valve to prevent overflow in the event of a pressure-reducing valve failure. The new system enhances water storage capacity, provides redundancy, and supports consistent, clean drinking water delivery throughout the service area.
Construction began in 2023 and extended through 2025, as the project was impacted by COVID-related material delays. Despite these challenges, the team maintained close coordination with the Town of Winchester, the tank manufacturer, and various subcontractors to keep the project on track. The tank’s foundation was designed based on geotechnical analysis performed by Down To Earth Consulting, while the design of the altitude valve was completed with support from Harper Haines Fluid Control.
