Project Scope
Haley Ward provided engineering and environmental services for the Seven Oaks Water Main Interconnection project in Montville, Connecticut. This project connected two divisions of the Southeastern Connecticut Water Authority, the Seven Oaks Division, which had an abundant water supply, with the Montville Division, which required additional capacity. The interconnection was accomplished through the design and construction of approximately 2,000 feet of 8-inch PVC water main and a new booster pump station.
Because the two systems operated at different pressures, Haley Ward designed a pressure-booster pumping station equipped with multiple pumps, and operated by variable frequency drives (VFDs). These controls automatically adjust the pumps’ operating speed to match system demand, providing both energy efficiency and reliable water delivery. The VFD system also allowed for the use of smaller bladder tanks (two 120-gallon units) which handle minor flow demands while the pumps adjust speed to meet higher system needs.
The project involved several challenges, including wetland permitting and compliance with Drinking Water State Revolving Fund (DWSRF) requirements, such as the use of American Iron and Steel (AIS) materials. The team also coordinated with a local land developer to acquire property and easements needed for the pump station site. Construction, which began in 2024 and concluded in 2025, progressed smoothly, with Haley Ward providing construction administration and periodic inspection services throughout the project.
