Project Scope
Haley Ward is providing multidisciplinary planning and design services for an ongoing Department of Defense project supporting the Maine Army National Guard at a remote, 3,000-acre training site in northern Maine. This highly specialized project serves an active Army training facility and involves infrastructure and range development across a large, complex landscape.
Over the past several years, our team completed preliminary designs for several firing range facilities, including a 1,000-meter qualification range, and an automated rifle firing range. These designs were developed at a concept level and required close coordination across civil, architectural, structural, and MEP disciplines to support safety, operational requirements, and long-term functionality in a challenging environment.
Haley Ward’s involvement with this site extends back many years and includes the design of multiple stream crossing bridges, roadway design, site layouts for various training uses, and a light demolition range. Across many individual sites, we have supported full permitting efforts and environmental review, including natural resources assessments and NEPA-related coordination. This all-inclusive approach allows the client to move complex projects forward with confidence while navigating regulatory and environmental constraints.
The scale, remoteness, and purpose of the site make this project especially unique. Large military training facilities of this nature, including highly specialized uses, demand extensive technical coordination and a nuanced understanding of permitting requirements beyond what is required for most projects. The site’s flat, low-lying, and swampy conditions add further complexity, particularly with stormwater management and drainage design. In addition, the project has required thoughtful communication and technical documentation to address concerns from neighboring properties related to training activities.
Permitting has been one of the primary challenges due to the size of the site and the number of agencies involved, including ongoing coordination with DEP, ACOE, and LUPC. Haley Ward has worked above and beyond typical project requirements to guide permitting strategies, support phased approvals, and keep the project advancing. The project remains active, with future phases anticipated to advance the design of the additional range facilities while permitting efforts continue. This work reflects Haley Ward’s ability to deliver comprehensive, multidisciplinary solutions for complex, high-security, and mission-critical facilities in demanding environments.
