Kanner CPUD – A Comprehensive Mixed-Use Development

Project Scope

Kanner CPUD (Commercial Planned Unit Development) is a large-scale, multi-phase development within the City of Stuart, Florida. Designed to accommodate a mix of residential, commercial, and retail spaces, the project is part of the region’s growth strategy to serve expanding residential needs while supporting economic activity through new commercial opportunities.

The site is being developed in three distinct phases:

  • Phase A: Construction of a Costco Warehouse and Fuel facility, core infrastructure, and access improvements to county and state roadways. Completed in March 2025.
  • Phase B: Currently in preliminary design and will feature a 378-unit apartment complex.
  • Phase C: In the permitting stage and will include additional commercial and retail development.

A key feature of the project is the implementation of a stormwater treatment system designed to reduce nutrient loads (nitrogen and phosphorus) before discharge. The system includes:

  • A nutrient-removing filtration box
  • A biosorption activated media bed
  • A control structure that regulates lake levels and directs flow beneath the media bed
  • Filtration designed to target and reduce nitrogen and phosphorus loads

This system is particularly important in Florida, where eutrophication from excess nutrients poses ongoing risks to natural waterways.
