Haley Ward Names Shawn Tobey, PE as Northeast Operations Director
BANGOR, Maine — Haley Ward, Inc., an employee-owned professional engineering, architecture, planning, environmental, and surveying consulting firm, is pleased to announce the appointment of Shawn Tobey, PE, as the company’s first Northeast Operations Director, a newly established leadership role created to support the firm’s continued growth and operational excellence across the Northeast.
In this role, Tobey will provide strategic operational leadership across Haley Ward’s offices in Maine, New Hampshire, Massachusetts, and Connecticut. Working closely with regional leaders, he will strengthen collaboration, support employee-owners, and deliver support for clients and projects across the Northeast. The position reflects Haley Ward’s continued growth and commitment to strong regional leadership, project delivery and aligns with the Southeast Operations Director role established in 2025, creating a consisitent structure across the company’s expanding geographic footprint.
Tobey joined Haley Ward in 2025 as the Southern Maine and New Hampshire Land Development Manager, based in the firm’s Portsmouth, New Hampshire, office. Since joining the company, he has played a key role in strengthening operations and supporting continued growth within the region.
“Even during Shawn’s initial interview , it was apparent that his leadership potential extended well beyond the role we were filling,” said Travis Noyes, PE, Chief Operating Officer at Haley Ward. “Since joining Haley Ward, he’s helped guide our Portsmouth office through a period of transition, bringing stability, strengthening our team, and consistently demonstrating sound judgment and leadership. Those qualities stood out throughout the selection process, and the search committee was confident Shawn was the right person to serve as our inaugural Northeast Operations Director.”
Before joining Haley Ward, Tobey held senior leadership roles in land development including serving as Vice President and Team Lead. With nearly two decades of experience, he built an extensive background in client relations, project management, planning, design, permitting, and construction for civil engineering and surveying projects throughout New England, Florida, and the U.S. Virgin Islands. His portfolio includes large-scale multifamily, retail, office, industrial, educational, manufacturing, aviation, and solar developments. A licensed Professional Engineer, Tobey earned a Bachelor of Science in Civil Engineering from the University of New Hampshire.
