Project Scope

Haley Ward supported the redevelopment of the former Bank of America property, an urban infill site that included an existing bank building and surface parking lot, after the bank divested the parcel as part of its brick-and-mortar downsizing efforts. The developer first renovated the existing bank structure and then proposed a new mixed-use building on the former parking area. The new building design introduced two levels of underground parking topped by a four-story structure, significantly transforming the tight urban footprint.

Our work began with a detailed survey of the property, including identification of existing conditions, easements, constraints, and boundary limits. With this foundational information, our team collaborated closely with the project architect and landscape architect to develop a new site plan that maximizes the property’s potential while respecting physical and regulatory limitations.

A key feature of the project was its innovative use of zoning incentives. By incorporating meaningful community benefits into the site, specifically, dedicated public space, the developer qualified for additional building height allowances. These community enhancements included wide pedestrian sidewalks, outdoor seating areas, landscaping, a fountain, benches, seating walls, and two on-site sculptures funded by a committed percentage of the project’s overall budget. The resulting space provides a true public amenity integrated seamlessly into the urban framework.

The regulatory approval process required careful strategy and coordination. In addition to standard planning reviews, the public-space incentive program meant working directly with both the city’s planning and legal departments to craft easements, controls, and documentation that ensured long-term public access and compliance. Once approvals were secured, Haley Ward continued to support the project through construction by providing survey layout, construction inspections and certifications, as-built plans, and preparation of the final easement documents.

The Brick Market project stands out for its compact downtown setting. Limited working space, the addition of underground parking, and intricate regulatory conditions required thoughtful design and close collaboration among all team members.

The completed development now offers increased density, improved public amenities, and a revitalized streetscape that enhances the surrounding neighborhood.
