Project Scope

The STARCOM project—Space Training and Readiness Command—is a pivotal initiative for the U.S. Department of Defense as it expands its presence in space operations. Located at Patrick Space Force Base in Brevard County, Florida, this site has a long history that dates back to the Cold War era when it supported activity at Cape Canaveral. Today, it plays a central role in the transition from Air Force to Space Force operations. It is a command unit of the U.S. Space Force responsible for monitoring space operations and developing strategy, tactics, and training for Space Force Guardians. Space Delta 10, a key unit under STARCOM, is tasked with field experimentation, doctrine development, and wargaming.

Scope of Work
Haley Ward, Inc. was selected to provide key engineering and environmental services for this federal project. The scope included:

  • Civil engineering design and permitting
  • Topographic and boundary surveying
  • Construction-phase support services
  • Sea turtle–compliant lighting plan coordination

The site development involved two 22,000-square-foot modular office buildings, access roads, parking areas, utilities, and a dry retention stormwater management system to manage runoff and comply with environmental regulations.

Environmental Challenges and Solutions
Because of the project’s proximity to Florida’s Coastal Construction Control Line (CCCL), sea turtle lighting compliance was a critical component. Florida’s beaches are essential nesting grounds for sea turtles, which rely on moonlight for orientation when returning to the sea after nesting between May and October. Artificial lighting can disorient hatchlings and threaten their survival.

To address this challenge, the team developed a lighting plan that included:

  • Directional light shielding to reduce light spill toward the coast
  • Use of amber-hued lighting to minimize turtle disorientation
  • Coordination with permitting agencies to ensure compliance

The new STARCOM facilities at Patrick Space Force Base will support an incoming workforce of approximately 350 personnel by 2026, with potential growth to 450 in the years to follow. Haley Ward’s involvement in the STARCOM project helped support the transformation of this historic military site into a modern hub for space defense operations. The team delivered precise, environmentally responsible solutions that reflect the mission of the U.S. Space Force and the future of national security.
