Haley Ward, Inc. Announces The Election of Twelve New Vice Presidents


BANGOR, MAINE — Haley Ward, Inc. is excited to announce the election of twelve new Vice Presidents in both their Northeast and Southeast Regions.

“As Haley Ward grows and evolves, these new Vice Presidents embody the values and vision that define our company. Their leadership has been instrumental in delivering results for our clients and supporting our employee-owners, ,” said Haley Ward President and CEO, Denis St. Peter, PE.

Northeast Region

Robert Harvey joined Haley Ward in 2023 and served as the Municipal Infrastructure Director. Recently, he was promoted to Engineering Division Director. Rob has a Bachelor of Science in Mechanical Engineering Technology from the University of Maine, and a Master of Science in Business from Husson University. Throughout his career, Rob has served in several roles in capital planning, implementation, and maintenance in paper mills throughout the United States and Canada. His experience in infrastructure planning and improvements, along with his leadership skills, will help Haley Ward continue to grow and excel.

Dean Temple, AIA, joined Haley Ward in 2023 through the acquisition of Dario Designs and currently serves as the Architecture Manager and Senior Architect. He has more than 33 years of experience in architecture and construction, having led diverse projects, managed teams, and overseen all phases of architectural work from conception to completion. Dean earned a Bachelor of Arts in Architecture from the New York Institute of Technology.

Chris Bagley joined Haley Ward in 1998 as an Environmental Technician and, over the years, has worked his way up to Senior Project Manager. Chris has extensive experience in environmental compliance, with expertise in a variety of monitoring programs and adherence to state and federal regulations. He manages environmental data, reporting, analysis, compliance training, and inspections. His work encompasses groundwater, surface water, stormwater, wastewater, and drinking water monitoring.

Jill Walsh, SHRM-CP, joined Haley Ward’s Human Resources team in 2020 and was promoted to Human Resources Director in 2023. She has earned an Associate of Applied Science in Business from Eastern Maine Community College, a Bachelor of Science in Business with a minor in Human Resources Management, and a Master of Business Administration from the University of Maine. Jill plays a key role in enhancing Haley Ward’s nationally recognized culture, bringing leadership and innovation to support both the ESOP and our employee owners. Jill strengthens Haley Ward’s nationally recognized culture by providing leadership and support to drive initiatives that benefit the ESOP and employee-owners.

Amy Kearns, MBA, joined Haley Ward in 2024 as Finance Director, bringing a wealth of expertise in financial leadership, strategic planning, and organizational growth from her tenure at Northern Light Acadia Hospital in Bangor, Maine. She holds a Master of Business Administration and a Bachelor of Science from Husson University. With her strong business acumen, Amy plays a key role in supporting the financial health of our ESOP. 

Southeast Region

Roderick Kennedy, PE, joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction, where he served as President. Rod has 29 years of civil engineering and land development experience. Currently serving as Southeast Operations Director at Haley Ward, he oversees multiple offices while driving growth and regional expansion. In addition, he serves on the Haley Ward Board of Directors. His career reflects expertise across all facets of civil engineering and a leadership philosophy centered on employee satisfaction and client service excellence. Rod earned a Bachelor of Science in Civil Engineering from the University of Central Florida.

Jayson Harrison, PE, joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction, where he served as Senior Project Manager. He has more than 19 years of experience in civil design, permitting, and construction, specializing in commercial and residential projects. Jayson currently serves as Senior Project Manager and Regional Engineering Manager and has played a key role in significant infrastructure and institutional developments. Jayson earned a Bachelor of Science in Civil Engineering from Florida Atlantic University, as well as Associate of Arts degrees in Pre-Engineering and Drafting and Design from Indian River State College.

David Baggett, PE,  joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction and currently serves as Melbourne Engineering Manager and Senior Project Manager. David has 15 years of experience in civil engineering design, permitting, and construction, with projects spanning North, Central, and South Florida. He has managed municipal, commercial, industrial, and residential projects across the state’s water management districts. Prior to joining the company, David served as a lead permitting engineer and inspector for the Florida Department of Environmental Protection, with additional expertise in wetland and surface water delineation, soils, and ecology. He earned both a Master of Science and Bachelor of Science in Environmental Engineering from University of Central Florida,

Tony Canton joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction and currently serves as Melbourne Survey Manager and Senior Project Manager. Tony has more than 25 years of geospatial and project management experience, working with government and private clients on utility infrastructure, roadway, land development, and environmental projects. He is involved in daily operations, field crew coordination, client interactions, scheduling, estimating, and quality control across diverse projects.

Tobin R. Overdorf, MS, MBA, joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction and currently serves as Environmental Division Director, Senior Project Manager, and Senior Project Scientist. He has over 32 years of experience in project entitlements, regulatory compliance, permitting, marine biology, and environmental science, among other fields. He has worked on public and private projects across the Southeastern United States and the Caribbean, managing regulatory permits and compliance for federal, state, and local agencies. Toby holds certifications as an FDEP Stormwater Inspector, FFWCC Gopher Tortoise Agent, and HAZWOPPER-certified professional. Tobin holds a Master of Business Administration, a Master of Science in Biology, and a Bachelor of Science in Biology from Florida Atlantic University.

Bradley Currie, ACIP, joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction and currently serves as Planning Division Director, Senior Project Manager, and Senior Planner. Bradley has over 20 years of experience in land development and planning, serving as Florida Planning Manager for diverse site and master planning projects. His expertise includes preparing and submitting rezoning applications, Comprehensive Plan Amendments, and land planning reports. Bradley has also provided expert testimony in public hearings on land use, zoning codes, and Comprehensive Plans. He earned a Master of Urban and Regional Planning from Florida Atlantic University, as well as a Bachelor of Science in Geography from Old Dominion University.

Michael Owen, PSM, joined Haley Ward in 2024 through the acquisition of Engineering Design & Construction and currently serves as Survey Division Director and Senior Project Manager and Senior Project Surveyor. He has more than 35 years of surveying experience, specializing in boundary and topographic surveys, land development, and construction layout. He oversees the daily operations of the survey department at Haley Ward, managing field surveying, mapping, and construction services for diverse projects.
